The government is set to announce a new National Industrial Policy within the next two to three weeks, after finalising discussions with stakeholders and incorporating their feedback into the draft, Special Assistant to the Prime Minister on Industries and Production, Haroon Akhtar Khan, said on Tuesday.
As per reports, the policy is expected to be unveiled later this month, with final touches currently being applied to the draft. Prime Minister Shehbaz Sharif had earlier formed a committee to draft the policy, ensuring alignment with the Memorandum of Economic and Financial Policies (MEFP) agreed with the IMF and building consensus among key stakeholders.
The committee is headed by the Finance and Revenue Minister, with secretaries of the Finance, Industries, and Commerce divisions as members. Additional members, including the chairman of the Federal Board of Revenue, the secretary of the Power Division, and the deputy governor of the State Bank of Pakistan, have been co-opted to broaden discussions.
Three working groups have been formed to finalise inputs by September 15, 2025. These groups include officials from the Finance Division, Industries and Production Division, Power Division, FBR, and SBP.
The policy proposes measures such as reducing power tariffs, promoting green energy, upgrading the transmission and distribution network, and ensuring sustainable industrial growth. It also includes revival of sick industrial units, improved access to credit, reforms in bankruptcy laws, and steps to prevent undue harassment by government authorities.
Haroon Akhtar Khan said the policy is designed to catalyse industrial growth, increase exports, and provide a comprehensive framework addressing key industrial challenges. A National Industrial Revival Commission will be established to oversee implementation and handle complaints, while contract enforcement and one-window services in Special Economic Zones will simplify operations for investors, inspired by the Chinese model.
