ISLAMABAD: The Public Procurement Regulatory Authority has directed the National Energy Efficiency and Conservation Authority to submit detailed registration data for five power-intensive items that require regulatory oversight.
The directive was issued during a meeting held to discuss reform measures under the International Monetary Fund’s Resilience and Sustainability Facility. Representatives from the PPRA, Power Division, NEECA, and the Pakistan Standards and Quality Control Authority attended the meeting.
Officials said the aim of the meeting was to improve information sharing in order to support regulatory changes for enforcing Minimum Energy Performance Standards in public procurement.
A policy specialist from PPRA said the authority is still waiting for necessary data from NEECA, which is required before any steps toward regulatory enhancement can be taken.
The director of the Strategy Management Office at NEECA said that under the Pakistan Energy Labels Regulations 2023, 32 LED manufacturing companies and 62 fan manufacturing companies have been registered. He added that digital compilation of the total number of makes and models from these companies is in progress.
Deputy Secretary of the Power Division Sami Ullah Khan said that before MEPS-compliant procurement is enforced, NEECA must conduct a full market assessment of the availability of compliant companies and products. He said this step is important to avoid market monopolization.
The Director General Legal at PPRA said NEECA, as the government-mandated authority, must formally inform PPRA about the market readiness of the five MEPS-compliant power-intensive items. He said that any regulatory improvements must follow the principles of fair competition and equal opportunity.
It was agreed that NEECA will submit to PPRA by August 15, 2025, three key elements: registration details for the five power-intensive items under the Pakistan Energy Labels Regulations, key considerations for regulatory enhancement, and recommendations including proposed Star Label Categories and other related measures.
Once the information is received, PPRA will begin work on the regulatory changes in coordination with the Power Division, PSQCA, and NEECA.
