Govt to appoint technical experts at exorbitant salary packages

ISLAMABAD: With merely two months left to finish in the current government’s five-year tenure, it has allowed all ministries and divisions to avail services of their preferred technical experts at exorbitant packages.

Also, the finance ministry permitted the Finance Division to launch a new special salary structure for availing services of technical experts unwilling to work on current salary packages, reported Express Tribune.

A three-tier salary package has been recommended by the Finance Division to entice experts from the private sector in various fields. For tier-1, a salary package of Rs1.5-2 million has been proposed, tier-2 Rs1-1.49 million and tier-3 Rs0.5-0.99 million.

Already, Finance Division was receiving regular requests to provide salaries and perks above Management Pay (MP) scales in lieu of especially skilled manpower.

It observed market salaries had way surpassed the MP pay scale and its significance eroded especially in fields of science and technology, finance and economic affairs, food security, climate change, electricity, petroleum and water.

Finance Division disclosed Power Division had sought its restructuring by availing services of qualified and experienced technical experts. The Power Division also recommended introducing a special salary tier for availing the services of such technical experts, who couldn’t be hired under existing salary packages.

In response to this request, Finance Division recommended taking need basis into consideration, these technical experts could be recruited on contractual basis for maximum period of two years which could be extended contingent on their performances.

The employment of these technical experts would be done via open competition and salary packages would be chosen depending on the experience and qualification of applicants and contingent to suggestions of the special selection boards to be setup.

The special board established in this regard for tier-1 will have a federal minister, state minister or adviser to appropriate ministry, a secretary and a Basic Pay Scale (BS)-21 representative of Establishment Division and two experts from related field.

And for tier-2 and 3, the selection board will be composed of secretary from appropriate ministry and division, a BS-21 official from the Establishment Division and two experts from related field.
