Pakistan is set to take advantage of nearly 400 vessels abandoned due to the ongoing conflict in Eastern Europe, with plans to dismantle them at the Gadani shipbreaking yard, according to a news report. Â
This initiative is part of a broader strategy to transform Gadani into a hub for sustainable recycling, in line with international environmental standards.
Officials revealed that Pakistan aims to secure a share of these vessels, mainly used for fuel transport, by aligning its shipbreaking practices with the Hong Kong Convention (HKC). This global agreement, which will become legally binding in June 2025, mandates that all ships over 500 gross tonnage must adhere to safe recycling methods that minimize hazardous waste and environmental harm.Â
By 2030, the HKC will be fully implemented, ensuring that toxic substances are properly managed during the ship dismantling process.
While countries like India and Bangladesh already have established shipbreaking industries, Pakistan is aiming to capture part of the market, particularly those vessels no longer needed due to the war in Ukraine and Russia.
The Gadani shipbreaking yard, already one of the largest globally, is undergoing significant upgrades to support these efforts. A Rs12 billion federal project has been approved to equip the yard with modern facilities, including a hazardous waste treatment plant, rescue and fire safety services, improved access roads, and clean water supply. These upgrades are designed to ensure the safety and sustainability of the recycling process.
The government aims to make Gadani the world’s leading site for green ship recycling, and a multi-stakeholder committee has been formed to identify and address infrastructure gaps.
Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry has emphasized the importance of this transition, stressing that Gadani must evolve into a global model for sustainable ship dismantling. He has instructed the Ports and Shipping administration to issue the first green yard certificate in compliance with HKC within one week.
Additionally, the federal government has announced the establishment of a National Center of Excellence for Green Ports, Shipping, and Integrated Maritime Industries in Karachi. The center will focus on promoting research, training, and innovation in green maritime practices.
